Learning and Development (L&D) is the business function responsible for building the skills, knowledge, and capabilities of an organization's workforce — through training programs, digital learning, coaching, leadership development, and increasingly through skills strategy tied directly to business planning. L&D typically sits within HR and covers a recognizable portfolio: employee onboarding, compliance training, role-specific and product training, soft skills and leadership development, and reskilling or upskilling initiatives responding to technological change. The function's toolset has professionalized around learning technology — an LMS or learning platform for delivery and tracking, authoring tools for content creation, content libraries for scale, and analytics for measurement. The strategic weight of L&D has grown for hard economic reasons: skills shortages make building talent internally cheaper than buying it, development opportunities are consistently among the strongest retention drivers, and AI-driven change is shortening the shelf life of skills across industries. The function's chronic challenge is proving impact — moving from activity metrics (courses delivered, hours logged) to business outcomes (performance, retention, time-to-productivity), which is where needs analysis (TNA), evaluation frameworks, and ROI methodology enter.
